Die Arbeit analysiert die Institutionalisierung von Programmevaluationen innerhalb
der Zweiten Säule der Gemeinsamen Agrarpolitik der EU mit Hilfe des Institutional
Analysis and Development Frame von Elinor Ostrom. Untersuchungsschwerpunkte sind die
Praxis der Durchführung der Evaluationen und die Verwendung der Evaluationsergebnisse
in den politischen Entscheidungsprozessen im Mehrebenensystem der EU. Ein besonderer
Fokus liegt auf den Evaluations- und Politikprozessen auf der regionalen Ebene, die
anhand des Bundeslandes Mecklenburg-Vorpommern detailliert untersucht werden.

The study analyses the institutionalization of program evaluations in the second
pillar of the Common Agricultural Policy of the EU. This analysis is based on the
Institutional Analysis and Development Frame developped by Elinor Ostrom. Main subjects
of the study are the practise of evaluation and the utilization of evaluation results
in political decision making within the multi-level governance system of the EU. The
focus concentrates on the processes of evaluation and policy making on the regional
level which are analysed in a case study of the German Bundesland Mecklenburg-Vorpommern.
