In der Arbeit wird ein Ansatz zum systematischen Aufbau des Abfallsektors in Entwicklungs-,
Schwellen- und Transformationsländern entwickelt, um Entwicklungsstufen zu überspringen
und ressourcen- und klimaschonende Abfallwirtschaftssysteme direkt einzuführen zu
können. Relevante Handlungsfelder werden identifiziert und die Schaffung der Rahmenbedingungen
operationalisiert. Kosten und Deckungsbeiträge aus der stofflichen und energetischen
Verwertung sowie Vergütungen für Klimaschutzleistungen werden analysiert, fortschrittliche
Verfahren und Strategien der Abfallwirtschaft beurteilt.

The doctoral thesis develops an approach to the systematic setup of the solid waste
sector in developing, emerging and transition countries. This shall enable them to
leapfrog development stages and directly establish resource-efficient and climate
friendly solid waste management systems. Relevant fields of activity are identified
and the development of conducive frame-conditions operationalized. Costs and cost
recovery through recycling and energy-from-waste generation as well as compensations
for greenhouse gas-mitigation are analysed, advanced processes and strategies assessed.
