Dieses Rahmenpapier präsentiert Ergebnisse aus zwölf Publikationen der Autorin, die
die Zusammenhänge zwischen der Entwicklung globaler Governance mit verschiedenen Governance-Strukturen,
normativem Wandel und politischem Lernen auf verschiedenen Ebenen aufzeigen. Es zeigt,
wie sich das globale Governance-System von der Dominanz einer liberal-demokratischen
Ordnung hin zu einer Konstellation entwickelt hat, in der ein autonomes, multizentrisches
System mit diffusen und vernetzten Ausübungen indirekter Macht entstanden ist. Für
die Erklärung dieses Systems präsentiert die Autorin zwei Konzepte.

This frame paper presents results of the author’s twelve publications highlighting
linkages between the evolution of global governance with diverse governance-structures,
normative change, and policy learning. It shows how the global governance system has
evolved from the dominance of a liberal democratic order towards a bifurcation one,
in which an autonomous multi-centric system with diffuse and networked exercises of
indirect power has emerged and co-evolved. The author proposes the concepts ‘co-evolution’
and ‘translocal orderings’ to highlight this system.
